The Status of CCS Projects Interim Report 2010

Underpinning the report delivered to G8 leaders at their June 2010 Summit in Muskoka, Canada, this Institute report provides an update on the global status of large-scale integrated carbon capture and storage (CCS) projects. The status of 80 large-scale integrated projects is analysed and then compared against the G8 criteria endorsed in July 2009.

Ongoing monitoring and reporting of the evolving landscape of CCS projects is required to assess progress towards commercial scale CCS deployment and the many factors that affect whether planned projects actually become operational. Towards this end, the Institute will publish a more comprehensive report on the overall status of CCS later in 2010, and will continue to undertake monitoring and reporting activities on the status of CCS to effectively inform both industry and government.

World Bank Group Energy Strategy Approach Paper

The World Bank Group (WBG) Energy Strategy is being developed to fulfil the mandate of poverty reduction by helping developing countries meet their energy needs in a manner that respects the ‘triple bottom line’ of sustainability - environmentally, socially and economically.

The draft Energy Strategy Approach Paper, released by the WBG in October 2009, is framed in the context of the key challenge for most developing countries of how to improve the reliability and adequacy of energy supplies while making modern energy services accessible and affordable to all people. Continuing economic growth – essential for poverty alleviation – and the resulting energy demand will have global consequences. Meeting the energy needs of developing countries and arresting global warming will require global action and enhanced global cooperation.

The Global CCS Institute’s submission seeks to respond to the specific questions asked by the WBG in their Strategy Approach Paper. While the Approach Paper does not canvass any specific technology in detail it does acknowledge the role of energy efficiency and renewable technologies for developing countries. The submission provided by the Global CCS Institute seeks to place CCS on the same footing as renewables and energy efficiency within the Energy Strategy.

By providing a submission to the WBG, the Global CCS Institute is seeking the WBG to:

  • Acknowledge the fundamental role of CCS in meeting the twin goals of reliable energy supply and facilitating a shift to environmentally sustainable energy by placing a broader emphasis on CCS in its Energy Strategy;
  • Include CCS technology and supporting measures as considerations when it chooses whether to engage in coal- fired power generation; and
  • Consider its potential role in capacity building and facilitating funding for CCS demonstration projects in developing countries.

Consultation timelines
The new Energy Strategy is expected to be finalised in April 2011 and has two consultation rounds. The first consultation round concluded in the first week of June 2010 with the Draft Energy Strategy scheduled to be released in November/December 2010, which will be followed with another comment period. The final strategy is scheduled for publication in April 2011.

IAE/CSLF Report to the Muskoka 2010 G8 Summit - Carbon Capture and Storage - Next steps

Two years after the G8 leaders commitment to the broad deployment of carbon capture and storage (CCS) by 2020, significant progress has been made towards commercialisation of CCS technologies. Yet the 2008 Hokkaido G8 recommendation to launch 20 large-scale CCS demonstration projects by 2010 remains a challenge and will require that governments and industry accelerate the pace toward achieving this critical goal. This is one of the main findings of a new report by the International Energy Agency (IEA), the Carbon Sequestration Leadership Forum (CSLF), and the Global CCS Institute, to be presented to G8 leaders at their June Summit in Muskoka, Canada.

Communicating for CCS deployment - Report

The Global CCS Institute sponsored a one day international communications conference for stakeholders in November 2009. The inaugural conference was hosted by the Commonwealth Scientific and Industrial Research Organisation (CSIRO). In total, ninety-eight international representatives from industry, government, non-government organisations, researchers, and communication practitioners came together to participate in an interactive day specifically tailored to summarise the current global position on communicating for CCS deployment. The reports details the presentations made and makes some conclusions about future activities required.

CCS Ready

The Global CCS Institute engaged ICF International to undertake a project to develop a CCS ready definition and recommended practices for policymakers.

As the key consultation mechanism for the project, the Global CCS Institute hosted a series of regional roundtable discussions in North America, Europe and Asia to source views on the development of an internationally recognised definition of CCS Ready. These roundtables brought together participants from governments, industry and other stakeholders to explore opportunities for a recognised definition, consider potential industrial plant issues associated with CCS ready and recommend assess gains from CCS ready regulation.

The outcomes of these roundtables have been distilled into a final report which and recommended practices for policymakers considering implementing a CCS ready policy.

Global Stocktake of CCS projects: Call for new information

The Global CCS Institute is currently undertaking its latest global stocktake of CCS projects with the assistance of WorleyParsons and Schlumberger. The outcomes of the stocktake will feed into a report on CCS being developed for the Group of Eight (G8) meeting scheduled for June 2010 in Canada.

An Ideal Portfolio of CCS Projects and Rationale for Supporting Projects Report

The Global CCS Institute engaged L.E.K. Consulting to research and propose a theoretical portfolio of CCS projects, as well as a rationale for supporting projects. This portfolio study consists of two sections: the Ideal Portfolio which describes the range of projects that would address different hurdles to CCS deployment; and the Rationale for Supporting Projects which describes possible ways in which the Global CCS Institute can identify and support CCS projects as they relate to an Ideal Portfolio. The Global CCS Institute will use the recommendations of this study to shape its strategy going forward on its selection of, and involvement with, CCS projects.

Strategic Analysis of the Global Status of CCS

In May 2009, a consortium led by WorleyParsons and comprising Schlumberger, Electric Power Research Institute and Baker & McKenzie was engaged to undertake the Strategic Analysis of the Global Status of Carbon Capture and Storage. The consortium was tasked to undertake a comprehensive survey of the status of CCS and to develop a series of reports analysing CCS projects, the economics of CCS, policies supporting CCS development and existing research and development networks. A fifth report - the Synthesis Report - was also developed and this summarises the findings of the first four reports, and provides a comprehensive assessment of the gaps and barriers to the deployment of large-scale CCS projects, including strategies and recommendations to address these issues.
