CCS capacity development at the end of 2011

The Capacity Development team at the Institute use the CCS Development Lifecycle (below) as a useful tool to conceptualise what stage developing countries are at on their CCS journey. Knowing where a country sits on the lifecycle is important, as this will inform what capacity development activities are most useful and relevant for the stage that the country is at. This is the approach the Institute takes to our capacity development program.

The table below is an indicative review of CCS activities in developing countries. From this information, a few conclusions can be drawn regarding the status of CCS capacity development at the close of 2011.

First, most countries are currently still in the ‘scoping out’ stage. The exceptions to this are:

    • China and United Arab Emirates have demonstration projects in various stages of planning and Algeria which has an operational CCS project (In-Salah);
    • Brazil has a CO2 injection program underway; and
    • South Africa is working towards a test injection project.

Lastly, Mexico has stormed on the ‘CCS stage’ with the inclusion of CCS in its energy strategy and the announcement of a CCS Innovation Centre.

Now that CCS has been included in Clean Development Mechanism and has been explicitly recognised as a mitigation technology eligible for funding under the Green Climate Fund, we might see more funding flowing for CCS capacity development in the coming years.

Indicative List of CCS Activities

Algeria

  • CCS project in operation.

Botswana

  • CCS workshops conducted, raising awareness.
  • Study underway which includes:
    • initial assessments on role and opportunity for CCS; and
    • undertaking preliminary geological assessment.

Brazil

  • Centre of Excellence in CCS R&D has been established.
  • Completed a geographic information system- based database of CO2 sources and sinks.
  • Pilot CO2 injection program underway
  • Reviewing and refining Brazilian Carbon Geological Sequestration Map program.

China

  • CCS adopted as a key mitigation technology in National Climate Change Program.
  • Numerous domestic R&D initiatives.
  • Efforts underway to assess and characterize CO2 storage capacity by Chinese Geological Survey.
  • Several pilot projects, e.g. for CO2 capture and enhanced oil recovery (EOR).
  • Six large-scale integrated demonstration projects in the planning stages.

Egypt

  • Study underway assessing potential for CCS in gas processing and power industry, identify barriers and environmental impacts.

India

  • Interest in CO2 capture for EOR field studies.
  • Indian CCS Scoping Study.
  • Proposed study to carry out a technical feasibility assessment to review and evaluate a range of capture technologies.

Indonesia

  • CCS is a policy objective in the National Energy Plan, with high-level blueprint for its deployment.
  • Study underway to scope potential for CCS  as part of South East Asia CCS Scoping Study, including opportunities for deployment and  regulatory and economic analysis.
  • Assessment of current CCS R&D activities and technical capacity of the domestic industry to provide support throughout the CCS chain.
  • Workshops on developing a CCS Technology Roadmap.
  • Preliminary studies on CCS and EOR.

Jordan

  • Study underway assessing potential for CCS in oil shale development strategy and to identify and address legal, regulatory and financial barriers.

Kosovo

  • Study underway which includes:
    • undertaking preliminary geological research;
    • capacity building assessment including legal and regulatory requirements; and
    • workshops and training on CCS technology. 

Mexico

  • CCS identified in Energy Strategy and Special Program on Climate Change.
  • Preliminary assessment of CO2 storage potential completed.
  • Pilot projects being considered, including for CO2 capture with a focus on EOR.
  • Government has announced the establishment of a CCS Innovation Centre.

Maghreb

  • Study underway to assess the potential for carbon capture on projected and existing power plants in Tunisia, Algeria, and Morocco and for CO2 geological storage and transportation at a regional scale.

Malaysia

  • CCS workshops conducted raising awareness and discussing key issues.
  • Scoping study completed on the long-term role for CCS, opportunities for near-term deployment, technical and financial feasibility, and next steps for further investigation.
  • Capacity building program developed and activities being implemented.

Philippines

  • Study underway to scope potential for CCS as part of South East Asia CCS Scoping Study, including opportunities for deployment and  regulatory and economic analysis.

South Africa

  • CCS identified as a priority in national ‘White Paper’ on National Climate Change Response.
  • South African Centre for CCS established.
  • Storage Atlas complete; further basin specific storage studies underway.
  • Scoping Study for test injection project being developed.

Thailand

  • Study underway to scope potential for CCS  as part of South East Asia CCS Scoping Study, including opportunities for deployment and regulatory and economic analysis.

United Arab Emirates

  • Three industrial CCS projects in the planning stages (in the hydrogen, steel and aluminium industries).

Vietnam

  • Study underway to scope potential for CCS  as part of South East Asia CCS Scoping Study, including opportunities for deployment and regulatory and economic analysis.
