CO2 Source for Transport in the Execute phase

Objective

To complete detail design actvities associated with CO2 source details and to ensure that a specification product is available for commissioning, testing, start-up and ramp-up of the transport system.

To support the detailed design and construction of the transport system and to ensure that the system meets the design intent.

Major Deliverables

  • Input and updates to
    • Execution Plan
    • Engineering Management Plan
    • Procurement and Contracting Plan
    • Contracts and Procurement Packages
    • Construction Management Plan
    • Health and Safety Management Plan
    • Environment Management Plan

    • Business systems and procedures
  • Final CO2 product specifications for CO2 entering, during, and exiting transport, including flow rates, temperature, pressure, transportation phase, i.e. gaseous / liquid / dense, detailed impurity levels, agreed with CO2 capture and storage design teams
  • Input to final designs for pipeline and associated infrastructure and equipment based on the confirmed CO2 specification
  • Final operating procedures required to ensure CO2 is delivered at correct specification and reliability
  • Final operating procedures for start-up, shut-down, emergency shut-down, venting, situations where CO2 delivered is out of specification, etc
  • Final design and operating procedures for methods of measurement, metering, monitoring and verification of CO2

Tasks

Note design of pipeline covered in pipeline route selection.  Specific tasks include the following:

  • Review work scopes, management plans, functional specifications and minimum standards for engineering deliverables
  • Review lessons learnt applicable to this phase
  • Review and audit performance  of engineering, inspection services providers, construction contractorsagainsts all plans for the management of engineering, documentation, contracting and procurement, quality, construction, HS&E, completion, testing, commissioning, handover and acceptance
  • Review quality management plans, inspection and audit reports and snsure that all corective actions are suitably implemented..
  • Review other detail design work as required e.g. design of monitoring metering and verification (MMV) equipment
  • Review engineering deliverables
  • Review procurement requisitions and procurement packages
  • Review incorporation of Vendor Data.
  • Review construction and testing specifications and procedures
  • Participate and /or review all RAM analysis and inspection and maintenance plans and procedures
  • Review venting and emission control procedures and systems to ensure that off specification CO2 is adequately managed during commissioning and start-up .
  • Participate in Hazard 4 and 5 studies and Risk reviews, Control System Hazard Studies and SIL reviews.
  • Ensure that all regulatory reviews and inspections are completed,
  • Review all proposals for change and ensure that impacts are mitigated
  • Review cost estimates at final design stage
  • Ensure any residual risks for integration of CO2 source, transport and storage have been mitigated.
  • Review training plans and procedures and ensure that these adequately cover the operational and maintenance aspects.
  • Ensure that all as built data and information is captured and handed over to operations.
  • Participate in handover and inspection of built facilities and ensure that these are suitable for commissioning.
