Environmental Management for Power Capture in the Closure phase

Objectives

The objectives under this stage are to:

  • Revise the consents and approvals register (if necessary)
  • Ensure the environmental compliance for the closure of the Power Plant and Carbon Capture Facility by obtaining the key Environmental and Regulatory Consents and Approvals
  • Ensure that appropriate Supporting Documentation for the closure of the Power Plant and Carbon Capture Facility is prepared
  • Undertake applications for any additional Consents, Permits and Approvals required for closure

Major Deliverables

The major deliverables of this stage are:

  • An Updated Consents and Approvals Register
  • Obtain and comply with the key Environmental and Regulatory Consents and Approvals for the decommissioning of the Power Plant and Carbon Capture Facility
  • Compile appropriate Supporting Documentation (e.g. an Environmental Impact Assessment) for the closure of the Power Plant and Capture Facility (if required)
  • Compile applications for any additional Consents and Approvals required for closure

Tasks

An Updated Consents and Approvals Register

The consents and approvals register should provide details of the various consents and approvals which have been identified as required for the project.  Therefore, the specific tasks associated with updating the consents and approvals register (as a minimum) are to:

  • Update the current status of the consent / approval, providing a summary of the undertaken on the consent / approval
  • Update the summary of any formal / informal discussions with the appropriate granting authorities / regulators

Obtain and comply with the key Environmental and Regulatory Consents and Approvals for the decommissioning of the Power Plant and Carbon Capture Facility

  • Based on the updated consents and approvals register, the key regulatory consents / approvals identified as being required for the ‘Closure’ stage should be applied for
  • The consents and approvals are likely to require supporting documentation, which should also be prepared under this stage

Compile appropriate Supporting Documentation (e.g. an Environmental Impact Assessment) for the closure of the Power Plant and Carbon Capture Facility (if required)

  • As part of the applications for the key environmental and regulatory consents and approvals supporting documentation may be required.  This is likely to include an Environmental Impact Assessment, which may include the following studies and assessments: 
    • Air quality impact assessment and atmospheric dispersion modelling studies;
    • Noise and vibration impact assessment;
    • Ecological / ornithological impact assessment;
    • Land investigation studies and assessment (geo-environmental / land contamination / geo-physical / geo-technical);
    • Water quality investigation studies and assessment;
    • Flood risk and flood risk assessment;
    • Landscape and visual impact assessment;
    • Cultural heritage / archaeology impact assessment;
    • Transport and infrastructure impact assessment;
    • Socioeconomic impact assessment; and
    • Hazardous substances / waste impact assessment. 

Compile applications for any additional Consents and Approvals required for closure

  • Closure may also require applications for new consents / approvals or indeed the variation of existing consents / approvals.  This may also include the compilation of supporting documents and post-closure monitoring or actions (if required)
