Objective
- Complete the detail design to issue for construction quality
- Prepare engineering requisition packages and procure all equipment, bulk materials, consumables and first fills
- Execute contracts for the construction or delivery of infrastructure associated with selected power plant and capture plant options
- Construct, pre-commission, commission, test and handover the facility to operations
- Support the construction activities with engineering and procurement
- Audit and review of construction activity compliance with quality and statutory requirements.
- Overview and participate in safety and environmental management.
- Prepare all documentation to enable the safe operations and maintenance of the facility
- Execute third party supply agreements.

- Plans for the management of engineering, prourement, construction, quality, health & safety, environment, emergency response, precommissioning, commissioning, testing, handover and acceptance.

- Executed major utilities contracts such as water supply, HV access, connection and supply fuel supply, cooling water, steam if provided.by an external party
- Executed consumables supply agreements as well as any other support services e.g. emergency response.
Tasks
Specific tasks include the following:
- Finalistion of contracts and execution strategy
- Prepare updated work scopes, functional specifications and minimum standards for any new engineering deliverables
- Review lessons learnt applicable to this phase
- Prepare, review and implement all plans for the management of engineering, documentation, contracting and procurement, quality, construction, HS&E, completion, testing, commissioning, handover and acceptance.
- Execute major EPCM contracts for required functional start up and operation of the power plant and associated capture unit. These may include:
- Civil and Electrical HV connection works including:
- Initiate civil engineering work on site
- Undertake key critical procurement requirements
- Initiate generator connection procedures
- Transformer and protection system
- Transmission line
- Design, supply and construction of gas conditioning systems associated with the supply of gaseous fuel e,g, natural gas if required including:
- Filtration and coalescing system
- Pressure reducing and conditioning station
- Fiscal flow metering
- Safety, pressure relief, and emergency shut-off systems
- Complete civil and mechanical works of water abstraction systems (for direct sea-water cooling) or alternative cooling systems (air-cooled condenser, cooling towers etc)
- Complete civil and mechanical works for storm-water & drainage systems
- Procure and install IT/communications
- Design and construct welfare facilities, control and administration buildings, access roads and site security
- Execute contracts required for infrastructure associated with power capture plant. These may include:
- generator connection agreement, which typically entails:
- Initial connection enquiries to distribution network operator (DNO) and market operator (if different)
- Formal connection agreement application
- Negotiation and finalisation of agreement
- Power supply agreement(s) with electricity supply retailer (if different from associated power asset operator
- Gas supply agreement(s) with gas supply retailer
- Procurement of infrastructure connection systems (if excluded from main power station, distribution works and capture plant contract)
- Supply agreements for heat/steam/fuel/water supply
- Supply agreements for capture process e.g. solvent, oxygen
- Waste disposal agreement(s)
- Review engineering deliverables
- Review and incorporate Vendor Data.
- Complete all RAM analysis and prepare inspection and maintenance plans and procedures
- Carry out Hazard 4 and 5 studies and Risk reviews
- Carry out Control System Hazard Studies and SIL reviews.
- Prepare pre-commissioning, testing, commissioning, handover and acceptance plans and procedures.
- Undertake pre-commissioning, testing, commissioning, handover and acceptance activities.
