Project Context, Opportunity Definition and Recommendation for Transport in the Closure stage

Objective
The objectives of this activity are to:
- Close the transport network in line with the overall project context and business plan requirements
- Providing the final business and financial reporting requirements to the owner/operators of the network
Major Deliverables
- Production of a final board report on business performance of the pipeline network system, including operational performance standards and decommissioning programme of the transport network
- The final report should include KPI’s in terms of operational availability, cost and pipeline risk inspection requirements (see Transport-Risk-Operations page)
- Define final major out turn expenditure include capital and operating costs including:
- Operating costs of transportation system
- Operating, Admin and Support labour
- Consumables and Waste Disposal
- Overall network report outlining yearly transportation capacity sales revenues following negotiations with primary / secondary CO2 sources and storage operators / providers (if different)
- Other sales revenues / pass through of CO2 permits
- Financial Model outputs detailing the performance of the project against the appropriate decision tools (e.g. NPV, IRR, MCR, or BCR)
- Recommendation to the board as to future transport network investments
Tasks
- Develop board report outlining the final operational and financial performance in line with the business plan
- Assess performance of project against appropriate financial investment portfolio
- Develop decommissioning plan for transport network and commission key engineering works required
- Produce programme plan for plant decommissioning including required engineering works, hazardous waste disposal, land remediation and environmental permitting required
