Objective
- The objectives of this activity are:
- High level risk identification for transport network and associated compression and dehydration plant requirements. Pre-FEED study identifying and clearly ranking risks to projects such as operational, technical, and commercial
Major Deliverables
- Identify at a high level the overall project risks in terms of pipeline route selection and associated equipment development
- Undertake initial stakeholder engagement to develop scope of risk register requirements
- Identify key risks through the various stages of the project life cycle
- Identify the most suitable risk management structure to be implemented considering impacts to the risk register of key areas including:
- Pipeline specification
- Commercial liabilities for integration issues
- Environmental permitting
- Regulatory issues
- Operational maintenance issues
Tasks
Specific tasks include the following:
- Development of initial study objectives and scope for the following:
- HAZID study – To identify the hazards posed by the process and materials used within the process, and the effects on the external environment
- Level 1 HAZOP study – To identify the likelihood of an incident occurring by failures, misuse or mal-operation of the process and to provide qualitative assessment of the risks
- High level HAZCON study – To identify hazards likely to be encountered during the construction phase of the project and ensure appropriate mitigation
- High level identification of pipeline project risks posed by route and pipe specification selection including regulatory requirements, operations and maintenance and capex considerations
- Assessment of key project related risks across all phases of project cycle development
- Development of HAZID scope to assess major project risks relating to the following areas:
- Pipeline development considering scale, route and gas transported composition
- Cross reference to pipeline route selection frame considering geography and issues with the public
- Development of commercial risk analysis with regards to capital funding/opex requirements
- Risk analysis for associated infrastructure for compression and dehydration equipment
- Major regulatory compliance and environmental risks associated with project development
- Development of initial risk register matrix of various stages of the project cycle to be taken forward to the evaluation stage
- Ensure phase gate approach model to project to ensure appropriate risk mitigation and staged financial investment
- Development of HAZID scope to assess major project risks relating to the following areas:
