Stakeholder and External Relationship Management for Power Capture in the Identify stage
Objective
The objectives of this activity are to:
- Prepare an appropriate stakeholder register
- Identify engagement requirements with required regulatory bodies
- Prepare a stakeholder engagement strategy
Early identification of stakeholders and understanding their engagement requirements is encouraged for all projects. In doing so, this:
- Allow stakeholders the opportunity to comment on proposals for projects (such that they can provide feedback on potential project options) and the way that they are developed, thus shaping the way in which projects are developed
- Helps stakeholders to gain understanding of what projects mean for them so that any concerns which they may have which result from misunderstandings can be remedied at the earliest stage;
- Allows stakeholders to obtain important information on the impacts of a particular project and provide feedback to developers such that they can identify any potential project options which are unsuitable and not worth further development
- Enables the identification of any probable mitigating measures which may be required, such that (in some cases) these can be built into the project at the earliest stage; and
- Enables the identification of ways in which the project could (without significant costs) support the wider objectives of stakeholders
Overall, identification of stakeholders and effective engagement will lead to applications for projects which are better developed, having addressed / considered all the important issues as far as possible in advance of submission of applications for the key consents / approvals.

Tasks
Stakeholder Register
The stakeholder register should provide detailed of the stakeholder who are likely to be required / contacted throughout the various project stages.
Therefore, the specific tasks associated with the stakeholder register (as a minimum) are to:
- Identify stakeholder contact details
- Identify stakeholder engagement requirements to distribute information / details on the project (including: what would be required by the stakeholder; when they would be required by the stakeholder; and how they should be presented to the stakeholder)
- Identify stakeholder engagement requirements for the submission of applications for the key consents / approvals for the project
- Identify stakeholder engagement requirements to collect information / details / comments / feedback on the project (including; what would be required from the stakeholder; when they could be collected from the stakeholder; and how they are likely to be collected from the stakeholder)
Stakeholder Engagement Strategy
For the stakeholders who have been identified by the stakeholder register, the stakeholder engagement strategy should provide details on how the stakeholder engagement is to take place.
Therefore, the specific tasks associated with the stakeholder engagement strategy (as a minimum) are to:
- Identify and set out when / how stakeholders should be approached / contacted
- Identify and set out what / when / how information and details on the project should be released
- Identify and set out application requirements for the key consents / approvals for the project
- Identify and set out what / when / how information, details, comments and feedback on the project are expected to be received
