ROADプロジェクトは、オランダでは初めてとなるこの種のプロジェクトであり、必要とされる全ての許可申請は、本プロジェクトで最も困難な点の一つであった。CCSプロジェクトは実際のところ、CCS指令の規定や広範な認可当局が関与していることに起因した複雑で時間のかかる許可プロセスに直面している。
