This study examines Carbon capture and storage legal and regulatory regimes for nine developing APEC economies: People’s Republic of China, Indonesia, Republic of Korea, Malaysia, Mexico, the Philippines, Chinese Taipei, Thailand and Viet Nam.  

These APEC economies were selected for this study based on four criteria:

  1. the economy is considered a developing economy
  2. the economy consumes a significant amount of coal as fuel for electricity generation
  3. the economy possesses potential CO2 storage capacity, and
  4. the economy has a likely need for CCS to achieve greenhouse gas emissions reductions and / or the presence of policies that offer an enabling environment for CCS.

This report summaries two capacity-building workshops on Carbon Capture and Storage (CCS) were held: in Hanoi, Viet Nam, in December 2011, and in Mexico City, Mexico, in June 2012, as part of the Asia Pacific Economic Cooperation’s (APEC) ongoing series of CCS capacity building workshops in developing APEC economies.

アジア太平洋経済協力会議 (APEC)の発展途上 諸国は、世界で最も急速に成長している経済圏であり、今後数十年間に発電量を大きく拡大する必要がある。この新規電源の多くは、化石燃料、特に石炭に依存する可能性が高い。地球規模の気候変動及び地域に急速に拡大する石炭火力発電部門からの二酸化炭素 (CO2) 排出量の増加に対する懸念から、これらの発電所からの排出CO2の回収貯留(CCS)をいつ実行できるかという問題が生じている。石油増進回収 (EOR) などのCO2 利用と組み合わせることができるCCS 技術は、多くの発展途上APEC 諸国で急速に拡大する石炭火力発電部門からのCO2排出量の劇的な増加に対処する実行可能な技術解決策となる。

CO2 回収貯留(CCS)では、枯渇した石油・ガス田、陸域と海域の地殻深部にある塩水滞水層、岩塩空洞ないし採掘できない炭層などの地質構造にCO2 を注入し閉じ込める。これらは、既存の石油・ガス生産における二次回収のアプローチであり、同時に温室効果ガスの排出を減らす手段でもある。この序論は、CCS がエネルギー生産向上と温室効果ガス削減に関して有するポテンシャルを調査することに関心を寄せる関係者及び政策決定者にとって重要な質問に対する回答を提供するように構成されている。

The aims of this report as set out in the terms of reference for the study are as follows: 

  •  “to assess the techno-economic feasibility of reducing CO2 emissions resulting from natural gas production in South-East Asia through the application of CCS technologies, specifically by re-injecting the gas into subsurface geological formations” and 
  • “a combination of promoting awareness, building capacity and developing human capital in the discovery of CCS.”
