世界中の数多くの企業や投資家が、炭素回収貯留（CCS）を装備した大規模発電所を創る意欲を持っている。これを持続可能なモデルで実現するには、当該技術に内在するリスクを受容するために、投資に対する適切な利益が得られなければならない。しかしCCS は、十分な介入なくしてはCCS 施設の整備や新たな産業の出現を阻む、重大な障害に直面している。CCS 施設のコストは、世界のどこでも現在の電力卸売価格での売電収益では十分に賄えず、CO2 排出の回避や削減から収入が得られることによっても賄われない。
