본 보고서는 특히 UNFCCC가 CCS를 CDM(결정 7/CMP.6)에 의한 적격 프로젝트 수준 활동으로 인정한 것과 CMP 7에서 최근 CDM(FCCC/KP/CMP/2011/L.4)의 CCS 사업을 지원하는 M&P를 지지한 것을 감안하여 CCS 기술의 특정 수요에 초점을 맞춘다. GCCSI는 CDM 내에서 CCS를 제도화하는 상기 결정을 지지하며, 이의 채택이 UNFCCC의 목표 달성에 크게 기여할 것으로 확신한다. UNFCCC는 신뢰성 있는 관련 감축 실적을 보상하는 규정을 제도화하여 개발도상국과 선진국 모두에서 기후변화에 대한 위험한 영향을 방지할 수 있는 수준으로 인간활동으로 인한 세계 온실가스 배출을 안정화시키고자 한다. GCCSI는 본 보고서에서 다음 주제 건에 대한 견해를 밝힌다. 1. 글로벌 감축기술로서의 CCS의 역할 2. 시장 기반 체제가 CCS  적용을 어떻게 지원할 수 있는가
3. 탄소시장으로부터 얻은 일반적 교훈 4. NMBM이 어떻게 기존 제도적장치와 상호작용할 수 있는가 5. NMBM을 수용하는 프레임워크에 대한 기준 명시
