Europe: CCS Snapshot

Europe is rapidly scaling CCS to help meet net zero targets, with >190 commercial‑scale CCS projects in development, supported by expanding national and EU policies. 

The EU’s Industrial Carbon Management Strategy is strengthening signals for CCS investment, while the EU’s Net‑Zero Industry Act is stimulating the deployment of CO2 infrastructure by requiring 50 Mtpa of CO2 injection capacity by 2030.  

Within Member States, Denmark, Netherlands, and Greece are advancing rapidly. Outside of the EU, the UK is operationalising a cluster-based approach, Norway is scaling CO2 shipping and Iceland is piloting CO₂ storage in basaltic rocks. In Eastern Europe, significant CCS opportunities lie in Poland, Hungary, Romania, Bulgaria, Turkey, and others.

European CCS projects are pioneering hub and cluster models, using shared CO₂ pipelines and shipping infrastructure to enable large‑scale CCS deployment.

Policy and Regulatory Focus

Consolidation of EU and national-level policy and regulatory frameworks for CO₂ capture, transport and storage is supporting CCS deployment across Europe.

Funding Opportunities

Increasing funding support is available for CCS projects in Europe through direct grants, subsidies and contracts-for-difference schemes.

Our regional teams create in-depth knowledge products on a range of CCS topics, and host events - both public and members-only - that serve the interests of our key partners in the region.
