European Commission Unveils Priorities for a Competitive and Sustainable EU in 2025 Work Programme

On 11 February, the European Commission released its work programme 2025, outlining the EU’s strategic initiatives and legislative priorities that the Commission intends to pursue in the first year of its mandate. 

Built on the Political Guidelines presented by President Ursula von der Leyen in July 2024 and the mission letters of the members of the new college of commissioners,  the programme aims to enhance Europe’s sustainable prosperity, competitiveness, and resilience through a wide range of initiatives, some of which have the potential to further accelerate the deployment of carbon management solutions across the Union. 

The Clean Industrial Deal, expected to be released in Q1 of 2025, represents a cornerstone of the new Commission’s mandate, outlining the bloc’s short-term strategies to support industrial competitiveness while ensuring continued progress towards the EU’s decarbonization objectives. Among other measures, the Clean Industrial Deal will set the conditions to incentivise clean energy investment, simplify administrative processes and reduce compliance costs, creating more favourable conditions for industries to regain competitiveness while aligning with the EU’s climate ambitions. 

As part of this year’s work programme, the Commission is planning to support energy intensive industries in their decarbonisation’s pathways. The Industrial Decarbonisation Accelerator Act, for example, expected to be released in Q4 2025, will contribute to streamlined permit granting, authorisations and reporting requirements, as well as making investment easier in Europe.  

Finally, the Commission will work on a Sustainable Transport Investment Plan, set to be released during Q3 of 2035, which is expected to support the production and distribution of renewable and low-carbon transport fuels. 

The presentation of the Commission’s work programme 2025 follows the recent announcement of the EU Competitiveness Compass, the first initiative unveiled as part of the new Commission’s mandate and setting a strategic roadmap to balance business growth with climate ambitions in the Union.
