Recent Chinese Policy Announcements Will Help Facilitate Deployment of Low Carbon Technologies, Including CCUS

The inclusion of CCUS in three policy announcements made by the Chinese government throughout February 2024, is a boost for low-carbon technologies and industries. The latest policy announcements will help facilitate the large-scale and commercial deployment of these technologies, including CCUS. They also signal the growing importance of technologies such as CCUS, to China’s energy-transition plans and achieving carbon targets.

  • On 18 February, China’s Ministry of Ecology and Environment, alongside five other ministries, issued an implementation plan to promote key low carbon technologies nationwide. This plan recognises five focus areas for the Chinese government, one of which is CCUS. By facilitating access to more solid support from the government, the implementation plan delivers another positive step for CCUS deployment in China.
  • On 21 February, China’s Ministry of Industry and Information Technology issued a guidance on standards development for carbon peak and carbon neutrality in the industrial sector. Of interest, were the standards related to CCUS, which included Direct Air Capture (DAC). Inclusion of these low-carbon technologies in the guidance document highlights their growing role and significance in China for meeting climate mitigation targets.
  • On 29 February, the National Development and Reform Commission, with nine other ministries, released the 2024 catalogue of green-transition-related industries. This year, the catalogue added a new category of GHG emissions control, with CCUS included in the category. This provides an added boost for CCUS uptake and deployment across China, with the catalogue serving as the guidance for local governments and financial institutes to provide support accordingly.
