Six EU Countries Call on the European Commission to Urgently Establish a CO₂ Transport Regulatory Package

On 10 October, 6 European countries, namely France, Denmark, Germany, the Netherlands, Sweden and Finland, joined forces to urge the European Commission to establish an appropriate European framework for cross-border CO₂ transport infrastructure. 

This joint call builds on the ambitious vision to scale up carbon management solutions in the EU outlined earlier this year in the EU Industrial Carbon Management (ICM) strategy, where the Commission announced its intention to lay the groundwork for a possible future CO₂ transport regulatory package.   

According to the signatories, to create a common CCUS market, regulatory and economic barriers need to be addressed, and transboundary cooperation and coordination strengthened. To this end, prioritising the establishment of a CO₂ transport regulatory package is a crucial step to remove uncertainties and incentivise the establishment of a cross-border CO₂ transport infrastructure, deemed essential to advance the deployment of CCUS across the region and enable a union-wide market for the technology. 

The joint statement was announced in the framework of the annual Industrial Carbon Management Forum, co-hosted this year by the European Commission and the French Ministry in charge of Energy and taking place in Pau, France. 

The Forum gathers each year a wide range of European stakeholders across the CCUS value chain and facilitates discussions aimed at exploring ways to advance the deployment or carbon management technologies in Europe. The Institute was on the ground in Pau and shared insights with the CCUS community by: 

  • Joining a panel discussion on CO₂ infrastructure unpacking how network planning and regulatory framework can contribute to ensuring competitive value chains and de-risking industrial carbon management projects; 
  • Moderating a workshop session assessing how research and innovation can accelerate CO₂ storage under the Industrial Carbon Management Strategy, looking at disruptive solutions at both EU and local scale.
