The Middle East & Africa: CCS Snapshot

The Middle East and Africa are positioning CCS as both a climate solution and a foundation for competitive, low-carbon industrial growth, with GCC states leading early deployment and capturing 3.8 Mtpa across Qatar, Saudi Arabia and the United Arab Emirates. Momentum is accelerating as global carbon-intensity standards tighten and demand rises for low-carbon hydrogen, ammonia and LNG. Concentrated coastal emissions, high-purity CO₂ streams from hard-to-abate sectors, and emerging cross-border CO₂ storage opportunities enable hub development for large-scale expansion, with new opportunities in CCS-integrated power generation, direct air capture and mineralisation emerging.

Achieving the region’s ambition to scale toward ~165 Mtpa by 2060 will depend on continued progress in storage regulation, MRV frameworks and multi-user network access.

Qatar Energy pushes full steam ahead on CCS

Samsung C&T has selected Worley to deliver detailed engineering for the 4.3 Mtpa QatarEnergy LNG Carbon Dioxide Sequestration project. In parallel, QatarEnergy has announced a new CCS project at North Field West, designed to capture and store 1.1 Mtpa of CO₂, with first delivery targeted by 2031 – further underscoring the country’s accelerating build-out of large-scale CCS infrastructure to achieve its 11 Mtpa target by 2035.

Abu Dhabi announces new Carbon Capture Policy

Abu Dhabi’s Supreme Council for Financial and Economic Affairs has announced a new Carbon Capture Policy, with publication pending, outlining plans for a CCUS regulatory framework and shared infrastructure to advance the emirate’s carbon-management ambitions

DNV certifies ADNOC’s West Aquifer CO₂ Storage Site at endorsement stage

DNV certified ADNOC’s West Aquifer CO₂ storage site at the endorsement stage, verifying subsurface characterization, containment assessment, monitoring plans and long-term storage strategy under ISO 27914:2017 for progression to the next development phase.

Saudi Arabia moves forward on Direct Air Capture with RCJY-Climeworks MoU

The Royal Commission for Jubail and Yanbu (RCJY) and Climeworks signed an MoU to advance direct air capture in Saudi Arabia, evaluating a Jubail demonstration plant following successful multi-climate testing and ongoing feasibility work with the Ministry of Energy and KAPSARC.

The Institute signed an MoU with Al Akhawayn University to advance CCS in Morocco

A new MoU between the Institute and Al Akhawayn University strengthens collaboration on CCS in Morocco, supporting capacity building, stakeholder dialogue, and regional carbon-management.
