New CEF-E Funding Available to Key Projects Selected Under the First Union list of PCIs and PMIs, Including 14 CO2 Network Projects

On 11 April, the European Climate, Infrastructure and Environment Executive Agency (CINEA) launched a new call for proposal allocating EUR 850 million under the Connecting Europe Facility for Energy (CEF-E). The grant will co-finance works and studies for the implementation of cross-border EU energy infrastructure projects included in first Union list of Projects of Common Interest (PCIs) and Projects of Mutual Interest (PMIs), which includes 14 CO₂ transport and storage projects. 

Established under the revised TEN-E Regulation, the first list of PCIs and PMIs was adopted by the European Commission as a delegated act on 28 November 2023, and published in the Official Journal of the European Union on 8 April 2024, following the positive endorsement of the European Parliament and the Council of the EU. 

The list includes a total of 166 key projects qualifying as PCIs or PMIs that will help create an energy infrastructure network across the EU and cross-border interconnections with non-EU member states respectively, while also significantly contributing to the decarbonisation efforts of the Union and the third countries involved. 

14 out of the 166 selected projects are related to CO₂ transport and storage, demonstrating the EU’s intention to support the development of Carbon Capture and Storage (CCS), in line with the objectives and aspirations outlined in the provisionally agreed Net-Zero Industry Act and the European Commission’s Communication on the EU Industrial Carbon Management Strategy. 

Projects included in the PCI and PMI list can enjoy several benefits, including accelerated permitting process and environmental assessment, along with being eligible for EU grants under the CEF-E. 

Starting from the 30th of April 2024, PCI and PMI projects can apply for the recently announced new CEF-E’s call for proposal. Submissions will stay open until the 22nd of October 2024.
