Carbon Value Chain Takes Shape in Europe with Unprecedented CEF-E Funding

On 7 December 2023, EU Member States supported the European Commission’s proposal to invest €594 million in cross-border energy infrastructure projects under the Connecting Europe Facility for Energy (CEF-E). Five of the eight projects selected for funding are CO2 transport and storage initiatives expected to be completed by 2030, which will be granted a record amount of almost €480 million to contribute to Europe’s ambitious decarbonisation efforts.

The announcement is the result of the CEF-E call for proposal launched in April 2023 by the European Climate, Infrastructure and Environment Executive Agency (CINEA) for works and studies implementing key cross-border EU energy infrastructure projects included on the 5th list of Projects of Common Interest (PCI) adopted in November 2021.

As outlined in the European Commission’s announcement, four works and one study related to CCS will be granted CEF-E funding:

  • D’Artagnan will receive €189 million to support the construction of a collecting pipeline and an export terminal to transport the captured CO2 to the designated storage sites abroad.
  • As part of the CO2 infrastructure located in the Port of Rotterdam:

- €33 million will be allocated to CO2NEXT for an import terminal dedicated to the reception of CO2 from carbon capture sites in various Member States and
- €124 million will be granted to Aramis for a 200 km undersea trunkline connecting the Port to the future CO2 storage site.

  •  Northern Lights will obtain €131 million to support the expansion of the CO2 import terminal in Øygarden and the construction of a 100 km offshore pipeline to the storage site.
  • The EU CCS Interconnector, a CO2 infrastructure project in Gdansk, Poland will also receive €2.54 million under the CEF-E for studies.

The formal adoption of the Commission’s proposal is expected to take place in the coming weeks.
